Malaysia is one of the more open property markets in Southeast Asia for foreign buyers — but "more open" does not mean without rules. Foreigners can buy most types of property in Johor Bahru, but the restrictions on property type, minimum price, and loan structure are significant enough that understanding the framework before you start looking is essential. Who counts as a "foreign buyer" in Malaysia?

For Malaysian property law purposes, a foreign buyer is any individual who is not a Malaysian citizen. This includes:

What foreign buyers can purchase without restriction

Foreign buyers can purchase the following types of property without requiring state government approval, provided the property meets the minimum price threshold:

The exception: strata-titled landed property

Some gated communities in JB offer homes that look like landed property — terrace or semi-detached houses with private gardens — but are legally strata-titled rather than individually titled. These strata-landed units may be purchasable by foreigners without state approval (subject to the RM 1M minimum). Always verify the exact title structure with a lawyer before assuming.

Loan structure for foreign buyers

Foreign buyers can obtain loans from Malaysian banks, but the terms are more restrictive than for Malaysian citizens:

CPF funds cannot be used for Malaysian property purchases by Singaporean buyers. All equity must be in cash.

Best areas for foreign buyers in JB

JB Town — most accessible to foreigners

High-rise condos in JB Town — R&F Princess Cove, developments near Bukit Chagar — are among the most straightforwardly accessible options for foreign buyers. The RM 1M minimum threshold is easily met, freehold options exist, and the RTS Link proximity argument is genuine for Singapore-based buyers.

Forest City SFZ — purpose-built for international buyers

Forest City was developed with foreign buyers specifically in mind. The Special Financial Zone designation makes it unique in Malaysia. The SFZ-specific MM2H tier offers a structured residency pathway alongside property ownership. Forest City high-rise units start below the RM 1M foreign minimum threshold for some unit types — check eligibility carefully.

Iskandar Puteri — possible but more complex for landed

Strata-titled high-rise or serviced apartments in Iskandar Puteri are accessible to foreign buyers at the RM 1M+ level. Landed property requires state approval. For those committed to landed, MM2H holders have a smoother pathway in practice for state approval applications.

Visa and residency options for foreign property owners

Owning property in Malaysia does not automatically grant you long-term residency. Foreign property owners who want to stay for extended periods need a separate visa:
