Forest City SFZ MM2H: What Property Buyers Should Know

Forest City sits within a Special Financial Zone (SFZ) and has a dedicated Malaysia My Second Home route. For the right buyer, it can connect a long-term residency plan with a home in Forest City. But buying a property does not automatically secure MM2H approval, and the property should still make sense for your budget and lifestyle.

The short answer

The SFZ MM2H category is open to applicants aged 21 and above. It currently provides a 10-year renewable pass, subject to approval and continued compliance. Applicants must place a fixed deposit, meet the annual stay requirement and purchase an eligible Forest City home directly from the developer after approval.

Age 21–49USD65,000 fixed deposit
Age 50 and aboveUSD32,000 fixed deposit
Residence requirement90 cumulative days a year
Pass duration10 years, renewable

The current one-off participation fee is RM1,000 for the principal applicant. Up to half of the fixed-deposit principal may be withdrawn after approval for permitted purposes such as a Malaysian property purchase, education, medical needs or domestic tourism, subject to the programme rules.

The most important distinction is simple: MM2H approval and the property purchase are connected, but they are not the same decision. A licensed MM2H company handles the residency application; a property advisor helps you compare the home, price and living environment.

What property purchase is required?

Under the current SFZ category, purchasing a residential property after MM2H approval is compulsory. The unit must be bought directly from the developer rather than from the secondary market. The applicable minimum property value follows Johor state policy, so the qualifying threshold and the eligibility of a particular unit should be reconfirmed before you commit.

The property generally needs to be held for 10 years. An upgrade to a higher-value home may be allowed, subject to the prevailing rules. Buyers who may need to sell quickly should treat this holding requirement seriously instead of viewing the property as a short-term exit.

Two Forest City home choices

Once the residency requirements are understood, the next question is what type of home actually suits you. Forest City offers two very different directions: a compact island apartment or a larger landed golf-resort home.

Island living

Forest City High-Rise

Completed apartment choices from 517 to 1,841 sq ft, with one- to four-bedroom layouts. Current listed options start from RM577,252, subject to availability and package confirmation.

Landed living

Forest City Golf Villa

A lower-density landed option within the golf-resort setting. Current list prices start from RM1.5 million for V120 and RM1.8 million for V160, subject to availability.

The High-Rise is the more accessible entry point and may suit one- or two-person households that prefer a manageable lock-and-leave home. The Golf Villa offers more space, privacy and a landed-home environment for buyers who genuinely value the golf-resort lifestyle. Price alone should not decide between them: consider daily living, maintenance, transport and how often you will occupy the home.

Who may find this route practical?

SFZ MM2H may be worth considering if you already like Forest City as a place to live or use as a second home, can comfortably meet the fixed-deposit requirement, and are prepared for the annual stay and long property holding period. It may also suit a family that wants eligible dependants included in a longer-term Malaysia plan, subject to the current dependant rules.

Before proceeding, ask yourself three questions: Would I still choose this home without the residency angle? Can I hold it for the required period without depending on a quick resale? Does the actual Forest City lifestyle fit how my family intends to use Malaysia? These checks keep the decision centred on your needs instead of on a programme headline.

What do the SFZ tax incentives mean?

The Forest City SFZ tax package is mainly designed to attract qualifying businesses, financial activities and skilled talent. Announced categories include preferential corporate tax rates for approved activities, a 15% rate for eligible knowledge workers, and selected stamp-duty or property-related relief for qualifying transactions.

These incentives are conditional. They do not mean that every Forest City property buyer or every MM2H participant automatically receives a tax benefit. Eligibility can depend on the activity, employer, location, approval, transaction date and other conditions.

Important: Tax incentives, qualifying conditions and application periods may change. Always refer to the latest official Malaysian Government, MIDA, LHDN, MOTAC and other relevant authority websites, and obtain qualified tax advice before relying on any incentive.

A sensible next step

1
Confirm the latest MM2H rules

Use a currently licensed MM2H company and verify its status with MOTAC.

2
Compare the actual homes

Review current High-Rise and Golf Villa availability, total purchase cost and the living environment.

3
Keep the decisions separate

Confirm immigration, legal and tax matters with the relevant qualified professionals before signing.
