Yes. Foreigners can apply for Malaysian housing loans, but eligibility and approval depend on their financial profile and the bank's requirements. Permission to buy a property does not guarantee financing.
What if you have Singapore income?
Singapore citizens and Singapore PR holders with verifiable Singapore income may have access to financing. Banks assess income stability, existing debts, age, credit history, residency and the property itself. Singapore PR status alone does not guarantee approval; nationality and supporting documents still matter.
For initial planning, treat 50%–80% financing as an indicative range, depending on the bank and applicant. It is not a published universal entitlement or a guaranteed offer. The approved margin may be lower, or the application may be declined. Ask a mortgage officer to assess your documents before relying on any percentage.
A lower margin means a larger cash deposit. Also budget separately for taxes, legal fees and other purchase costs.
What if you are a first-time overseas investor?
Without Malaysian or Singapore income, financing generally becomes harder to arrange. A bank may need more evidence to assess overseas earnings and credit history. This is a practical assessment issue, not a blanket ban on other foreign income.
Cash purchase is often the more practical option for this profile, but it is not a legal requirement. Ask banks whether they can consider your circumstances. If paying cash would use most of your savings, reconsider the budget and keep an emergency reserve.
Which loan documents should you prepare?
- Passport, proof of address and relevant residency or work-pass documents.
- Recent payslips, employment confirmation, tax assessments and bank statements showing salary credits.
- For business owners, business registration, accounts and business bank statements.
- Property booking form or sale and purchase agreement, plus details of existing debts.
The exact checklist varies. CIMB's HomeFlexi page lists passport, purchase and income documents; UOB Malaysia's Intelligent Home Loan accepts applications from foreigners, subject to assessment.
How do bank checks and overseas transfers work?
Expect Know Your Customer (KYC) identity checks. Proof of funds shows you can pay the deposit or cash price. Source-of-funds checks may also require evidence explaining where that money came from, such as savings, business income or a property sale.
BNM permits non-resident investment-related transfers through bank accounts, subject to foreign-exchange rules and bank due diligence. Before transferring money into Malaysia, confirm the receiving account and payment instructions with your bank and lawyer. Keep transfer receipts, allow time for checks, and compare exchange rates and fees.
